SSL settings are not restored when restoring domain from backup.
Steps to reproduce:
Backup a domain to a remote virtualmin host.
Restore the backed up domain at the virtualmin host you backed up to.
Note that the domain is no longer SSL enabled. eg. the feature for SSL is now disabled.
Status:
Closed (cannot reproduce)

Howdy -- hmm, I haven't run into that issue before with restoring backups that have SSL enabled. We may need to do a little troubleshooting to determine how to reproduce that.
Is this particular domain using a Let's Encrypt SSL certificate?
Or is it using a commercial SSL certificate?
Also, do you see the ssl.key and ssl.cert files in /home/USERNAME?

The domain is using a Let's Encrypt SSL certificate. The ssl.cert and ssl.key files are transferred successfully.

Is SSL enabled on the System Settings -> Features and Plugins page?

I'm closing this out as there's been many changes to my setup since I originally opened this bug report and I'm no longer able to replicate the issue.
