Howdy -- it looks like your system is configured to use the Virtualmin Pro repository. If you're using Virtualmin GPL, it won't allow you to download from there.
You can switch to the GPL repo with the instructions here:
https://www.virtualmin.com/documentation/installation/uninstalling#toc-d...
And, if you're using Pro, you'd need the serial number and key in the URL, like this:
https://SERIAL:KEY@software.virtualmin.com/ubuntu
