That issue is related to using Ubuntu 10.04.
Unfortunately, Ubuntu 10.04 reached it's EOL in April of last year -- it's no longer supported by Ubuntu or by Virtualmin:

Since the distro isn't receiving any updates, including security updates, we would highly recommend updating to an Ubuntu LTS version that is supported by Ubuntu.
We recently began building the .deb's on a slightly newer distro, it seems like that's causing it to no longer function on out of support distros like you have there.
There's not much we can do there though... all I can offer is that we'd recommend upgrading to a supported distro, and that in the meantime, you could always try manually updating Webmin from a .tar or .wbm package such as from webmin.com.
