In short, it seems like Webmin's System Time module bails when trying to use hwclock. That's fine, though it should probably provide better error messages. But, the big issue is that setting time zone in Webmin fails, even though it is possible to set time zone within virtual machines using tzconfig on Debian/Ubuntu or setting the ZONE variable in /etc/sysconfig/clock on CentOS.

It looks like Webmin isn't properly detecting if the hardware clock is supported or not, possibly due to an old default. In the next release I will make detection more robust, and have it always use automatic mode.
