The Persian language in Webmin is already in UTF-8 though..
What language do you have selected at Webmin -> Webmin Configuration -> Language?
I've changed the language and restarted webmin server but the problem still exists.

Could you tell me more about exactly how the file is being corrupted? Or better still, attach it to this bug.

In the file manager, are you using the text mode editor button, or the HTML editor?
I've set the charset in webmin configuration to utf-8. HTML editor works fine but the Text editor doesn't show the persian characters correctly.

This may be because the text editor is actually a Java app, which does its own text rendering separate from the browser :-(
If you double-click on that file to display it instead of editing it, do the characters appear OK?
Yes, the content are shown correctly on double-click.
Also the scroll isn't working on the file manager !

Would it be possible for you to attach that persian HTML file to this bug report?
Also, which browser are you using?

Ok, I see the issue here now - this will be fixed in the next Webmin release. Thanks for reporting this!
