In the global configuration of the Apache server "Per Directory Options Files", you cannot create an options file. Instead, you get this error:
Missing file to open at apache::/usr/share/webmin/apache/create_htaccess.cgi line 23
I also have a question about the functionality of this feature. Will the options file serve as a default for all future virtual hosts created or can you just create options files for individual, existing vhosts?

Did you enter anything into the box next to the "Create Options File" button? You need to enter a path like
/home/domain/public_html/somedir

Ahh. Thanks Jamie.
I was hoping there would be a feature to create a default options file for every new virtual host/server created. Something like a rewrite directive to redirect www.domain.com to domain.com would be incredibly useful to have automatically created for every new server created.

If you want to customize the Apache directives for new domains, you can do it at System Settings -> Server Templates -> Default settings -> Apache website.
