The configuration backup in Webmin will not take an "@" character, whereas the Virtualmin backup will. The "@" character as far as I know is a valid character given that the FTP server allows it =)

Yes, an @ is valid for FTP .. however, Virtualmin stores backup destinations in a URL format, which is like :
ftp://user:password@hostname/path
and an @ in the password would confuse that format. So it is not supported, sorry..
