Firstly I installed webmin and then virtualmin to my vps.i created one virtual server.I want to create new domains in this virtual server.So i want to use as reseller.But i couldn't find how to do.

"new domains in this virtual server" shouldn't make you think "I need a reseller". ;-)
A virtual server can be configured to allow the owner to create new domains, and I suspect that's what you want. So, if the virtual server account doesn't have the privileges you want it to have, then modify the virtual server account--it doesn't need to be a "reseller" to create new sub-servers.
A reseller account is not the same as a virtual server account--it is <i>only</i> for creation of new virtual servers--the reseller can't even really do much with the virtual servers it creates. It can create, delete, and modify limits...but it isn't the "owner" of the virtual servers it creates. I kinda suspect this is distinctly not what you're looking for.
