Disabled website HTML Not being Used

I'm using the GPL version, and in my default virtual server template I have custom HTML in the apache "Disabled website HTML" option.

I have a virtual server that is using custom template that is set to use the "from default" setting for "Disabled website HTML".

When I disable that virtual server (or any virtual server utilizing that template) the website only displays the vrtualmin default "Website Disabled".

How do I get it to display my custom HTML?
