Is it possible to have one user that can access all domains.
What i want to do is have one user which can logging from winscp(ssh) and will be possible to do everything. Upload files, change permissions etc....
Running on debian 4

just go to the webmin users and add a user with all those rights

That would be a "root" user. I usually use sudo for that...though WinSCP wouldn't know how to do that...so you'll need to make them with UID 0.
Or, you could make all virtual servers owned by one parent server, and that parent server user account would have privileges to all virtual servers...but that means there is no admin account for each virtual server.
I'm just trying to guess about exactly what you're trying to do.
