Most Bootup and Shutdown items suddenly gone

Problem description is quite simple, but I'm not sure how to proceed:

On my Centos 8 Box which has been working fine for months, I went to Webmin -> System -> Bootup and Shutdown.

Instead of the normal 150 or so Services listed, there are only 11. The services that appear in the list are:

/etc/rc.d/rc.local cryptsetup-pre.target jailkit lookup-domain network remote-cryptsetup.target suspend.target suspend-then-hibernate.target timers.target umount.target usermin webmin

The server seems to be running correctly, including unlisted services. e.g. "systemctl status httpd" produces the expected active result.

I'm not sure where to look log file wise to see where an error might be occurring, or if there are some config files I can restore from (nightly) backups.

Any information would be appreciated.

What boot system does it say is in use at the top of the page?

Update:

I am running the v5 Linux kernel from ElRepo (http://elrepo.org)

I was on the 5.7.10 kernel, but recently updated to the 5.9.3 kernel.

Rolling back to 5.7.10 resolved the issue. I suppose I can stay there for now, but if you guys could have a look, and/or suggest what I can do to resolve the isssue with the latest kernel, I'm all ears, and happy to do any testing you suggest.
