Mail forwarding settings--only avail. for admin?

Mail forwarding settings--only avail. for admin?

When I go in to edit Mail and FTP users, only my tinderboxcreative@tinderboxcreative.com address allows me to set up email forwarding. Is there some way around this, so that I can set up forwards for other accounts as well?
