Howdy -- thanks for contacting us!
It would install any available package updates.
If that's not your preference, you may need to set it to just notify you about updates, rather than installing them automatically.

What I actually would like is to exclude kernel updates because I'm using KernelCare. I'm okay with doing it manually, however.
Would yum update --exclude=kernel* run from the shell (or /bin/yum update -y --exclude=kernel* as a cron job) also update the Webmin / Virtualmin packages? (I'm thinking it probably would because the repos are enabled, but I want to make sure.)

The Webmin/Virtualmin packages would all be updated by running a "yum update" on the command line.
Adding in an exclude line like that should work just fine.
