OCI8 oracle issue with php7.0 centos 7

I have virtualmin installed , i am trying to install oci8 followed all steps setup enviornment variables but getting this error in httpd error_log

/opt/rh/rh-php70/root/usr/lib64/php/modules/oci8.so: undefined symbol: _zend_list_delete in Unknown on line 0

I dont understand what might be causing this issue , please help I am doing oci8 installation as root user
