In setting up a google cloud compute server for shared webhosting, does the stack exchange thread meam the default php user should not be apache?

What are the normal virtualmin methods for resolving this potential issue with servers containing Wordpress (for example) websites in shared hosting? 

Should i be altering my default virtualmin setup?

I dont really understand all this and how it affects my google cloud webserver.

Instead of finding step by step tutorial, I would suggest you find the managed WordPress hosting provider where you can easily install WordPress without any technical knowledge, You can go with Cloudways because they have AWS, GCE, DO, Vulltr, Linode for hosting infrastructures.
