Webmin/Var/www/html/ should this directory be owned by root:root?

Webmin/Var/www/html/ should this directory be owned by root:root?

I went into Webmin>Servers>Apache Webserver

In looking at the Virtual Server Option, i notice that the "Per Directory Options" shows that default directory /var/www/ as being owned by root:root.

Should this be the case?
