Cloudmin can't create Ubuntu 16.04 server system fails: .. creation failed : The Xen HVM command qemu-dm was not found

Any idea why cloudmin (installed on a 16.04 Ubuntu server) is unable to create any systems other than the free GPL ones in the system library? I am trying to install a couple of server instances of Ubuntu and it fails with the error: .. creation failed : The Xen HVM command qemu-dm was not found. How can I achieve this? Or is Cloudmin not able to work on Ubuntu 16.04?
