Horde 3.0.9 security notice

It's 3:57 EST/USA and there's a new Horde vulnerability. Version 3.0.9 is the current version in the "Install Scripts" section.

Changes compared to Horde 3.0.9 are: * Fix for remote code execution vulnerability in the help viewer, discovered by Jan Schneider from the Horde team. * Fixed a few minor bugs.
