When making changes in the ProFTPD module of Webmin, the "Apple changes" button does NOT properly reset ProFTPD. I have to manually "kill -9 pid" and then start it to get the server to properly pick up configuration changes.
Also, configuration for ProFTPD to be started with "Extended Internet Services" is apparently broken - I can't get it to work.
