centos 7 has set the min uid/gid to 1000. webmin needs to either globally change that, or use /etc/login.defs, or something.
i thought i had reported this already and been told it would be addressed, but i can't find the issue entry, and the problem isn't fixed.
this breaks dovecot as it has the matching min uid of 1000, so users created via webmin/virtualmin can't retrieve email.

The next release of Webmin will already increase the base UID / GID for new users and groups to 1000 for new installs.
You can change this on an existing system by editing
