PHP FCGId sub-processes with nginx

Under website options I am trying to set the PHP FCGId sub-processes to None. When I save and come back however it still shows 1 with the none option not selected.

What is the reason for this?

I have tried to work around this by setting FcgidMinProcessesPerClass 0 in fastcgi.conf, but that did not work either. How can I eliminate these idle processes?
