From Webmin Configuration setting "Logging Active" to "Disable Logging" does appear to function. Entries are still added to webmin.log. Additionally, "Modules to Log" also seem to have no effect on webmin.log.
One note, the OS has recently been upgraded to CentOS 5.3.
