I noticed several cloud providers have their instances launched with Cloud Init: https://access.redhat.com/documentation/en-US/Red_Hat_Enterprise_Linux_O...

That's seems like a nice feature to add to Cloudmin, where you could set up a plan or with the API to pass certain configuration parameters on boot to an instance.

Just a suggestion.
