I'm having a problem with my non-self-hosted Wordpress, http://theveranda.ca/theambler/. When I try to update WP itself and the plugins, I get the message:
Downloading update from http://downloads.wordpress.org/release/en_CA/wordpress-4.3.1.zip… Download failed.: Problem with the SSL CA cert (path? access rights?) Installation Failed
I've Googled the matter, and all the answers I've found are similar to this: "“Ask your web host provider to restart Apache if that's possible. Or ask them to check if they allowed to made CURL or file_get_contents to SSL port.”
I've asked my web host, who supplies me with Virtualmin, and he has been unable to help.
I'm 2 WP updates behind and I'm worried about security.
Any help you can give would be greatly appreciated.

Hmm, that's a toughy... it really may be a problem with your provider, from what I've been reading.
This article here seems to describe a number of the possible issues:

It's hard to pinpoint what the specific issue is without sitting down at the server and doing some troubleshooting, but I don't see many cases where the issue was related to the WordPress installation.
That is, what I'm seeing as I poke around suggests that your provider may need to look deeper into it.

This is server side problem and if you are not on VPS/Dedicated i dont think you can do anything from your side to solve this problem but lets try this - in wp-config.php add
define('CURLOPT_SSL_VERIFYPEER', false);
Are you hosted with OVH and using DNS from domain registrar?
