Permissions after upgrading PHP & MySQL issue

Hello everyone,

I am trying to run a fresh install where minimum requirements are php/Mysql 5.5. The issue is that after I upgrade both of these and create the domain in virtualmin, I don't get access to the site, instead it starts a "download" file when visiting I went to the file manager to check for folder/file permissions [Info/ACL] and everything seems to be in place. I tried installing wordpress without upgrading the php or mysql to see if it worked and yes it does work, probably is something I am missing checking some where after the upgrade but I can't find what that is.

I need some help with this please... Centos 6.6 is the OS.
