Well, a "-p" parameter would actually be dependent on the FTP client being used. In the case of Virtualmin, the FTP code is actually built into Virtualmin itself, it isn't relying on another client to perform the FTP transfer.
However, reviewing the code, it does actually look like Virtualmin enables passive mode. In fact, it's hard coded, I don't see a way that one could prevent that.
