I am running a Virtualmin installation and don't remember how it has initially been installed.
As the file attachment functionality fails, I will simply put down the content of webmin-setup.out here:

Installing Webmin in /usr/share/webmin ...

Hmm, that's odd, I don't think I've seen those files before, and don't have those on my own systems.
Can you paste in some of the lines that you see in the webmin-setup.out file? I'm curious what kind of content is in there.
Also, do you just have Webmin installed? Or is Virtualmin installed too?
I'm curious how Webmin was installed initially.

I also have agroup.quota and another agroup.* file in root dir ... just fyi ... maybe that reveals a hint ...
