I am a big fan of the rssh shell: Not the "restricted shell" as in a restricted shell upon login, but the one found at http://www.pizzashack.org/rssh. It gives an administrator a granular choice in whether a login can do the following:
allowscp allowsftp allowcvs allowrdist allowrsync allowsvnservein other words, once I enable ssh access, I can still control what a login can do. it is implemented by setting the shell to /rssh, and setting up a rssh.conf file.
Is there a webmin tool for this?

I don't believe there is a Webmin module for rssh, but it's possible to configure Virtualmin to use rssh as the default shell when creating users.
And then you can configure the rssh.conf with your desired values.
To do that, you can go into System Customization -> Custom Shells, and there, you can select which shells are available to users being created on your server.
