Even though ssh is disabled for a VM2 server the "Open Webmin" link should still be visible since webmin/vm pro is still being detected.

This really isn't true since Webmin and VM Pro is installed and running. And you offer reboot and shutdown options as it is.

The only thing that should be disabled is direct domain moves and any file transfers seeing that those require SSH and you should still be able to see the domains as well.
