Various users under virtualmin without a domain

i have installed VM on a vps with out a domain and i 've created 2 users

firts user have the ip as default so i can access directly to http://ip/index.php

but i wanna know how can i access to public_html files with my second user , i tried using http://ip/~user but doesn not work.

how can i solve this?
