The proftpd-lib.pl has no generic function we can call from the virtualmin-base package, so the start is going to be kind of ugly, and unless we keep it up to date with Webmin might end up missing some functionality in the future (like other OS support). It would be nice if we had an is_proftpd_running() and a start_proftpd() function so setting it up looks the same as all of the other services.
