Restricted the users from access Processes and Limits

How can I restrict the users from changing the settings in Processes and Limits?

Who do you want to restrict here? Currently only the root user and resellers can access this page - domain owners cannot.

After I added a domain and logined in as that user specified the user has access to change the limits. Why? How can I stop the user from access it?

Jamie mis-understood, he thought you were referring to a Virtualmin Pro feature called "Processes and Limits", which is a general way to provide CPU, RAM, and process limits for all processes owned by a user. That particular feature is indeed only available to the Master Admin (root) user.

I suspect you're referring to Services -> Configure Website -> Processes and Limits.

There isn't a way to remove just that option.

However, you can prevent access to all of "Configure Websites" by going into System Settings -> Server Templates -> Default Settings -> Administrator's Webmin Modules, and there you can disable "Apache Webserver (for virtual host)".
