Jamie mis-understood, he thought you were referring to a Virtualmin Pro feature called "Processes and Limits", which is a general way to provide CPU, RAM, and process limits for all processes owned by a user. That particular feature is indeed only available to the Master Admin (root) user.
I suspect you're referring to Services -> Configure Website -> Processes and Limits.
There isn't a way to remove just that option.
However, you can prevent access to all of "Configure Websites" by going into System Settings -> Server
Templates -> Default Settings -> Administrator's Webmin Modules, and there you can disable "Apache Webserver (for virtual host)".
If you have any additional questions, since you're using Virtualmin GPL, we'd encourage you to use the Forums for support. We monitor those, along with lots of wonderful folks in the Forums. Thanks!

Who do you want to restrict here? Currently only the
root
user and resellers can access this page - domain owners cannot.Submitted by ptaylor on Wed, 06/18/2014 - 13:04 Comment #2
After I added a domain and logined in as that user specified the user has access to change the limits. Why? How can I stop the user from access it?
