Sure, you can change that by going into Webmin -> Webmin -> Webmin Configuration -> Advanced Options, and in there you can set "Temporary files directory" to your preferred directory.

Yup! Virtualmin uses /tmp in order to create backups of your various Virtual Servers.

anyway to change that? that partition is not large enough to hold the temporary zip file prior to transfer.
