List passwords

I need to check all the passwords on the server. I just had a email user account with no password in it.. send out spam... I don't know how that happened.. But at this point I feel the need to inspect all the passwords and make sure they are not too simple..

It looks like a command line API should be able to do it, but I can find it explained..

If it is not to must trouble... And I posted this as private.. a way to list passwords in public could be scary
