Could someone tell me how to properly disable ProFTPd?
I have changed RUN="no" in the /etc/default/proftpd file.
Does this keep ProFTPd from running ever, and keep it from being started by another process, and keep it from being started during a reboot?

Well, I'd also suggest going into Webmin -> System -> Bootup and Shutdown, and disabling the ProFTPd process there.
