When I enter Hebrew text in text boxes, it cames back as html-unicode-entities, which is unreadable, or worse.

The virtualmin pages are usually served as iso-8859-1 (in a meta tag).
2) A-propos, following email encoding issue: http://www.virtualmin.com/node/13394 is it utf-8 by default? is it going to be? Or do I have to patch virtualmin everytime I install it or update it?
3) The bigger question - Why is there ANY other encoding besides Unicode ? Why not utf8, for everything, by default? isn't it possible to change it somewhere? i think 99% of linux programs support utf-8 for I/O anyway. Isn't it?
