mysql information_schema accessible after update

hi
I updated mysql to the latest version, 5.0.45, on 2 servers

I noticed a new database appeared called: mysql with 17 tables
I also noticed that every user is now granted access to: information_schema when using phpmyadmin
This is not so with webmins mysql module

Do you know what is the deal here?

I thought that information_schema is not for normal users let alone anyone can do I don't know what with it.

This i noticed on my production server (VMPro) and test server with vmGpl

Digging deeper I did not see any user having granted access to this database through any VM or webmin settings/modules, so I also don't know how to prevent users from accessing it if needed.
