ProFTPD Server only accepting Active mode

I can't find a setting in the WebMin GUI for ProFRPD server to allow both active and passive connections? Is there a way?
our firewall is not complaining, since obviously, FTP is working, it's allowing the server to request to open up a port for us, but, my net admin might ask us to use passive or if he tightens the firewall rules then I'll need to turn on passive.

That said: I know it may also be a setting that is controlled by the ISP on the internal network and connections in their farm to our box.
