Cloudmin Replication Setup Failure

I have two servers each running Ubuntu 12.04 LTS, Virtualmin Pro and Cloudmin Pro. They are both up-to-date.

I want to use Cloudmin replication to replicate server1 to server2. The documentation: http://www.virtualmin.com/documentation/cloudmin/repl; is both clear and brief. However, when I attempt to configure the master I receive an error stating server2 is not running Webmin.

It for sure and for certain is running Webmin.

Any suggestions to a solution?
