Limit Server Owner Backup

Ok so here's my problem, imagine you have a client, or a friend or even someone who you just don't want to have access to your apache configuration and some features.. Well it seems that a server owner can backup everything and even restore something like your apache configuration.

Is there a way to restrict what server owners can and cannot backup?
