Apache warn messages lead to Webmin thinking start failed on FreeBSD

When we start Apache on FreeBSD, if there are any warnings, Apache starts, but Webmin thinks it failed and reports it as a failure. The Apache module then correctly detects that it's running, as long as the pid path is correct.

I've just spent some time cleaning up the warnings in FreeBSDs default configuration, so this won't be an issue on fresh installs (and thus it is very low priority), but it's a bit of a disconnect that probably ought to be fixed if there is a better way to detect failure.
