USER removed from GROUP whenever server is rebooted or new virtual site is added

Background:
--------------------

1. I have created a USER GROUP called SSHOK via
> Webmin > System > Users & Groups

2. Purpose: Only USERS from this USER GROUP (SSHOK) can access SSH.

3. I have created a USER called KEYMINDER with primary group ROOT. Secondary group is SSHOK.

4. The default user account of all newly created virtual site is automatically be added to SSHOK.

This is done by:
> Virtualmin > System Settings > Module Config > Server Administrator Permissions > Add all server administrations to Unix group > SSHOK

* Capitalised for easy referencing only. Actual user and group names are not capitalised.

** User and group names used here are examples only. For security sake, real names not revealed.

Problem:
--------------------

1. I noticed that whenever I create a new virtual site, KEYMINDER is dropped from SSHOK user group. I had to manually add it back to the group via > Webmin > System > Users & Groups.

(This has been replicated a few times on my server and confirmed true.)

2. When the server is rebooted, sometimes KEYMINDER is dropped from SSHOK. Sometimes, it stays on.

(Cannot be replicated 100% of the time.)
