Cron Job Scheduling Frequency Restriction

In the Scheduled Cron Jobs Webmin module config, there is an option to "Only allow jobs to be at most hourly". This option should restrict normal users, but it should not restrict root/admin users as it currently does. In particular, it prevents existing jobs with multiple runs per hour from being edited.
