when are created new sites how can by default not have under Enabled features checked the Setup IP-based virtual FTP?

Howdy,

You can set which features are enabled by default by going into System Settings -> Features and Plugins, look for "ProFTPd virtual FTP", and uncheck the checkbox under "Default".
