When a request is made by IP address OR for a domain name that is resolving to the wrong IP address, I would like to serve the content in /var/www/html instead of the content from the 1st vhost on the list.
Also, I would like the default server to listen only on ports 80 and 443. There is no need for the default server to listen on ANY port.
How would I go about configuring this?

Virtualmin is setup to serve websites from /home.
My suggestion would be to create a new Virtual Server that you'd like to use as your default site, and then go into Server Configuration -> Website Options, and set "Default Website for IP Address".
