After performing actions in Virtualmin that modify the Apache config, Virtualmin should trigger a reload of the Apache config.
However, if you're just manually editing the Apache config from the command line, you would need to manually reload the Apache config. Or, if you didn't, that would likely occur at night when logrotate is running.
