I have searched through the forums and found various methods of adding a shared IP address, but they all have resulted in an error of some sort. I suspect the interface has changed over the years and the solutions I am finding are outdated. How do I do this? Step by step please.
I have tried adding it in Shared IP Addresses but it says I have to add it in Network Configuration.
I have tried adding it in webmin in Network Configuration, and it's successful but ends up being private.
I have tried using the command line but the error is IP address xxx.xxx.xxx.140 does not exist on this system

Yeah, you first need to add the IP address in Webmin's Network Configuration -- it sounds like you've done that.
Doing that adds it as an IP address on your server.
Once you do that, you can then set it up as being a shared IP address in Addresses and Networking -> Shared IP Addresses.
Once you do that, it should then be available to any Virtual Server being added to your system.
