Hello, I want to start a free webhosting service - Do I need to buy a virtualmin pro license to do that?

Howdy,

Virtualmin Pro does indeed cost money, though there's a discount for non-profits. However, you're quite welcome to use Virtualmin GPL for free, it's a very featureful control panel.
