Default Apache virtual server settings

Hi,

When a new virtual server is created the relevant Apache config is created with some default settings. As I'm using FCGID, there seems to be a default line created for FCGID "IPCCommTimeout 31". Does anyone know where this default config comes from? I'd like to change it so that when a new site is created this has a different value. I've looked through all the options in the template but can't seem to find anything which could be doing it.
